8 Bedrocks of a Continuous District and School Improvement System

Success does not happen by chance. Rather, success comes from the alignment of purpose and action; it is the reward of paying disciplined attention to our intention. Successful districts and schools ought to continually improve their practices and processes in order to remain successful. Likewise, underperforming or "struggling" districts and schools must embrace the idea of continuous improvement in order to live up to their potential. Learning Leaders Digest
(June 2006)

This Digest takes a two-year retrospective look on leadership development efforts at Havenscourt Middle School in Oakland Unified School District (Oakland, California). During the first year (2004-2005), the school focused on clarifying its vision for change and defining an action plan. In the second year (2005-2006), the school made continuous improvements to their action plan, while experiencing leadership and structural changes. Long Branch Public Schools 2011-2014 Instructional Focus

Long Branch Public Schools is located in Long Branch, New Jersey. After an extensive and collaborative process, with more than 50 participants including the superintendent, principals, and teachers, the district completed their Instructional Focus on September 2011. With this Instructional Focus, they strive towards their singular aim and sole commitment of equipping every Long Branch student with the competence and confidence to shape his/her own life, participate productively in our community, and act in an informed manner in a culturally diverse global society.

Madera USD 2012-2015 Strategic Plan

Madera Unified School District, located in California's central valley, serves about 19,500 students. In the summer of 2012, Madera USD's comprehensive 3-year strategic plan was commissioned by the superintendent of schools and the board of education. Approximately 50 participants, including teachers, administrators, parents, and community leaders, served on the core planning team.

Modesto City Schools 2008-2011 Strategic Plan

Modesto is located in the San Joaquin Valley of Northern California. In the summer of 2007, the Superintendent of Modesto City Schools initiated a strategic planning process for Modesto City Schools. As outlined by the Superintendent and approved by the Board of Trustees, the purpose of this task was to develop a 3-year strategic plan that set a goal for all students, created a roadmap for that goal, listened to the community and other stakeholders, and mobilized leadership across the district.

Texas A&M University Teacher-Preparation Program

Texas A&M has worked closely with Performance Fact to develop their Teacher-Preparation Program. The Teacher-Preparation Program has a focus on one goal, namely: produce teachers ready to perform effectively on their very first day in the classroom! Together with Texas A&M's school districts and community college partners, it is guaranteed that graduates will meet rigorous teacher-preparation standards, and will be well-equipped to meet the educational needs of historically underserved, underrepresented, and under-resourced populations.

Allentown School District serves about 17,500 students in the city of Allentown, Pennsylvania. In 2004, the district wrote its 6-year strategic plan, Students First!, with the support of a core planning team of over 40 participants. Performance Fact facilitated the planning process and compiled the final report.

Council Rock SD 2006-2012 Strategic Plan

Council Rock School District is a suburban district in Bucks County, Pennsylvania that serves over 12,000 students. The district's 6-year strategic plan titled Blueprint for Excellence! was completed by a strategic planning core team of 35 participants including teachers, parents, students, community members, principals and central office staff. Performance Fact facilitated the planning process and compiled the final report.

Pocono Mountain SD 2006-2012 Strategic Plan

Pocono Mountain School District is located in Northeastern Pennsylvania and serves about 17,500 students. The planning process was completed in less than three months and the final plan met the state's Chapter 4 Strategic Plan requirements. Performance Fact facilitated the planning process and compiled the final report.

Southwest Independent School District 2007-2012 Strategic Plan

Southwest ISD is located outside of San Antonio, Texas with an expanding student population of over 9,500 students. The district spent the 2006-07 school year writing the strategic plan and gathering feedback from all stakeholder communities. The 5-year strategic plan, titled Becoming a Value-added Exemplary District!, was facilitated and compiled by Performance Fact.
Sacramento City Unified School District 2004-2006 Strategic Plan

Sacramento City USD is among the 10 largest school districts in California serving about 50,000 K-12 students and 20,000 adult education students. Success for Every Student by Name is a two-year strategic plan that builds off its predecessor, High Standards, Great Results! An Action Plan for Educating All Students (1997-2001). Both plans were facilitated and compiled by Performance Fact.
Getting Results!™ Customized for the Commonwealth of Pennsylvania

Getting Results!™ is a continuous improvement planning framework that guides schools through data analysis, root cause analysis and discovery, and solution planning. Pennsylvania released Generation 3 of Getting Results!™ in September 2006. Beginning in 2007, all Pennsylvania schools will be using Performance Fact's Getting Results!™ framework to write their school and district improvement plans. Getting Results!™ has also been used for school improvement planning purposes in Southwest Independent School District (San Antonio, Texas) and by selected schools in Oakland Unified School District (Oakland, California).

High Priority Schools Grant Program

In California, the High Priority Schools Grant Program (HPSGP) is intended to assist the lowest-performing schools in the state by offering additional resources targeted at student performance. In 2006-07, Performance Fact worked with teams from Maxwell Park Elementary, Sherman Elementary, Lazear Elementary and International Community School (Oakland USD) to complete their HPSGP plans. All schools used the Getting Results!™ framework to conduct student achievement data analysis, root cause analysis and discovery, and solution planning.
Stronger Schools…by Design! A Systems-thinking Approach to Continuous School Improvement (2005)

Stronger Schools…by Design! was presented at the Council of Chief State School Officers LEADING SYSTEMS REFORM Conference in October 2005. Pennsylvania Secretary of Education, Dr. Jerry Zahorchak, outlined the state's strategic plan for PreK-12, which included the foundation for a systems-thinking approach to continuous school improvement, described in this report.
School Nutrition. . . by Design!
Prepared for the California Department of Education (2006)


In January 2005, the California State Superintendent of Public Instruction, Jack O'Connell, convened an Advisory Committee on Nutrition Implementation Strategies to address the looming health care crisis related to childhood obesity. Over the course of several months, Performance Fact facilitated the Advisory Committee's deliberations, as the Committee researched, discussed and proposed strategies that schools and districts can use to develop a healthy nutrition environment and model healthy eating habits for their students. The final report was published in 2006 and disseminated to the superintendents in every school district in California.
